Extension of jurisdiction of CAT to J&K opposed.

Central administrative tribunal has been established for adjudication disputes with respect to recruitment and conditions of service of persons appointed to public services and post in connection with affairs of a union or the local authorities in the territory of India under the control of government of India and for matters connected therewith or  incidental thereto.

This was done in pursuance amendment of constitution of India by article 323A.
Under article 323A , parliament is empowered to establish the administrative tribunals for the adjudication of disputes and compliants with respect to the recruitment and conditions of service of person appointed to public services and post in connection with the affairs of union or any state or of any local or other authority within the territory of India or under the control of the government of India or of any corporation owned or controlled by the government .

The principle bench of Central administrative tribunals is located in Delhi. In additional benches in different states at present there are 17 regular benches and 4 circuit benches . The CAT exercises jurisdiction over all service matter concerning the following :

:A member of any All- India service 

:A person appointed to any civil service of the Union or any civil post under the Union.

:A civilian appointed to any defence services or the post connected to the defence.

However the members of the defence forces, officers, staff, of the supreme court and the secretarial staff of the parliament are not covered under the jurisdiction of CAT.
